It’s been said before but still worth mentioning: The ones who decide and declare wars are and have been never the ones who have to take the consequences. The ones who suffer are the ones who are not included in the decisions and, by the way, also don’t benefit from it. Al long as this won’t change, the state of war won’t change. War is still a profitable business, where the people who benefit from it never take the consequences.
